I will ask my oneM2M contacts where you might go to get a more official, knowledgeable answer to this and other oneM2M questions.
In the mean time it is my understanding that oneM2M is primarily a specification with the aim of trying to provide a single cloud API that will allow the various IOT edge devices to communicate. The idea is that client side rest API interfaces can be built via most any programming language.
The unifying aspect relies on the assumption that all of your systems and those that you intend to add to your collection adhere to this common interface specification.
The oneM2M software used in this and the other oneM2M projects found here on hackster.io is one example implementation of the specification.
I am by no means an expert re: oneM2M so the above may not be totally acurate. When I get a pointer to the best place to ask this and other oneM2M questions I will reply back here.
