First verse, if you want to make a project based on Arduino Dev board you should get a step by step learning because it is simple but not that much easy.
About your project you need an extra circuit (added to the circuit that I've made) which will charge and toggle batteries so in this case you can buy or design a circuit battery chager to power your Arduino and the car component (like motors sensors etc.)
Nice project but, I don't see a part that shows an "artificial intelligence" behavior!
You mean how fast it can go! actualy I've made two modes to drive the car :
1 - Drift mode (run at full speed) which is related to the battery charge level and the car can reach 30Km/hour on a smooth surface
2 - Safe mode which is slow speed mode (less than 10Km/hour)
