I'm not quite sure you get your maths right.
In every cycle (on+off) your thing will consume this energy:
ON: 1/3600 [h] * 3 [mA] * 5[V] = 0.0042 [mWh]
OFF: 1/60 [h] * 0.2 [mA] * 5[V] = 0.167 [mWh]
ON + OFF = 0.17 mWh
Your battery has 5040 mWh. So in principle your thing should be able to do about 30k cycles.
