Parts of EL tape are not individually adressable, but you could use more strips of tape to create the desired effect.
EL tape takes a 5v input from the arduino or whatever, and has a built in inverter that pushes it up to 220v IIRC. You can use a small battery pack, or USB to power them, but I am not sure how long it lasts. I know that Adafruit sells a portable inverter for EL but I have no experience with it...
LED light are points, while el tape is electroluminescent itself. The whole tape/wire lights up. You could easily achieve this project without el and just use 3 leds instead!
